Management of the project went well with the work progressing smoothly and communication from the contractor was exceptional.  The contractor worked with utilities, managed the subcontractors and material suppliers very efficiently and the work was done with no problems.

Joseph Matthews

OWNER, Project General Manager & quality control

Acierto’s owner, Joe Matthews, retired from the Navy as a Chief Petty Officer (E-7) for the Seabees Naval Construction Force (NCF).  As a Senior Non-Commissioned Officer, some of Joe’s responsibilities included construction project management, facility maintenance, officer and project safety officer.  His experience includes Government construction inspector, Civil Engineering Technician/Navy Inspector (GS-11 0802) Naval Station Pearl Harbor, HI, Naval Station Port Hueneme and Point Mugu, CA, as well as a prime contractor, project manager and superintendent. 

  Joe has over 40 years’ of Government construction project experience.  He is experienced in multi-trade/multi-project simultaneous construction management.  As a Government construction inspector he gained a complete understanding of construction requirements and codes.  He has an ability to comprehend detailed construction drawings, plans and specifications.  He has hands-on experience in multiple trades.  He has considerable experience in construction project estimation and scheduling.  

In addition to contract management, Joe has considerable experience in excavation, underground utility installation, concrete and asphalt installation/replacement and demolition. He often self-performs these construction components.  In the last three years he has overseen the successful completion of 15 VA Medical Center projects. Ryan Matthews

LEAD project manager & Quality control

Ryan has been in the construction industry for 18 years.  Past construction experience includes Farr West Excavation and Welsh Construction.   He managed the parts department of Pacific TriStar, a supplier and repair of heavy duty construction equipment.  Ryan’s current position with Acierto since January 2016 is Lead Project Manager.

Ryan manages and supervises projects and is responsible for materials submittals, the submittal tracking register, materials procurement and storage, plan and documentation tracking and overall project management.  He develops quality control and safety plans.  He is responsible for subcontractor coordination and preparation of daily reports. 

Ryan competently performs multi-roles as Estimator, Project Manager, Assistant Project Manager, Superintendent, Site Safety and Health Officer (SSHO) and SWPPP Inspector.  On many of the projects he performed dual roles as Project Manager/SSHO or Superintendent/SSHO.  He has managed construction offices with multiple personnel and excels in managing and supervising government contracts.  Prior to joining Acierto in 2016, Ryan completed $6M in commercial construction contracts as Project Manager and Superintendent. Ryan is skilled in carpentry, finish work, excavation, concrete and underground utility work and often works alongside the crew.

Julie Matthews

administration & TECHnical writing

Julie has 30 years’ experience in government public service. Past experience includes 17 years as an administrative assistant in the public school system, 9 years in municipal government managing the municipal land development process, commercial permitting,  inspections, budgets and bond releases. She has been an instructor for the Microsoft Office Applications. She has been with Acierto since its beginning as its technical writer for the proposal preparation and submittal. She is also responsible for payroll, accounts payable and receivable and daily reporting. Julie’s education background includes technical/creative writing and executive secretarial training.
